Then, there is that sense of self guilt— he feels guilty about nearly everything, and now he wonders if he should not have helped the refugees aboard the ship. He thought about this when they found Rey and Ichimatsu quickly shut him up— told him not to bring up the possibility ever again. Should he bring it up to Sombra and go against his brother's advice?
